“Today the intellectual and industrial properties rights are one of the most important assets of the developed countries' economies and international trade.”
During the last 15 years a significant progress has been made in Turkey in the field of intellectual and industrial properties rights. The number of patent and trade mark applications increased considerably. Public funds allocated to R&D and innovation activities increase every year and developing an evaluation system for the effective use of these funds is on the agenda. These measures to assure effective use of limited resource are very adequate. In Turkey, every million dollars of R&D investment yields 0.4 patent by the resident applicant, while this figure is 2.4 in Japan and 3.3 in Korea. In other words increasing incentives for the R&D investments is not enough; the yield of these investment should be considered as well.
TÜSİAD's priority is the continuous development of the competitive power of our companies. To this end, consolidation of the intellectual and industrial properties rights and an integrated regulatory framework of intellectual property are essential. The regulation on the intellectual and industrial properties rights, currently in the stage of preparation should be finalized according to the international standards and enacted as soon as possible. On the other hand, the employment of specialists of industrial properties rights in private companies should be encouraged and support for building the infrastructure of the industrial properties rights should be started. These are the prerequisites of the active commercial use of the intellectual properties created by startup companies, SMEs, industrialists and universities.
As the improvement of the investment environment and a new incentive system are both issues of the day, existing incentive schemes about the industrial property rights should be revised as well.”
