One of the most important problems of the Turkish public administration is the prevalence of unethical activities. Unethical activities have started to exceed individual dimensions and are becoming institutionalised phenomena. The lack of ethical behaviour standards, the dysfunctionality of accountability mechanisms, not placing adequate importance to the issue of ethics are all elements causing Turkey to regress economically, socially and politically. This report prepared in the framework of “Ethical Infrastructure in the State Series” is titled; “From Ethics in the State to the Ethical State: Ethical Legal Infrastructure Transparency Privileges in Public Administration / Determination and Recommendations”. This report has been grounded on the first volume named, “From Ethics in the State to the Ethical State: Ethical-Conceptual Framework and International Practices”. The information acquired as a result of the country systems examined on the issue of ethics in public administration and the conceptual framework form the basis of and shed light on especially the “Recommendations” sections in the second volume.
