The Right Beginning: Pre-School Education in Turkey

The report “The Right Beginning: Pre-School Education in Turkey” focuses completely on “early childhood education”. The “pre-school education” and “early childhood education” concepts have been used as substitutes for one another from time to time in the report. The findings obtained during the phase of examining early childhood education belong predominantly to pre-school education. Because the system that is accepted and implemented in Turkey is pre-school education. However the system preferred and recommended for Turkey is early childhood education. For this reason the analysis and policy recommendations section of the study has taken early childhood education as its basis. While pre-school education covers the period between 3 to 6 years of age, early childhood education embodies the period beginning from birth, even from the mother’s pregnancy until the first two years primary education. Consequently pre-school education is also a part of early childhood education. The process of beginning formal education is a critical time in children’s lives. For the transition from early childhood period to primary education to be in harmony and gently is affective in the child’s rate of success during formal education. This shows that the year before primary education and the first two years of primary education need to be complementary. Due to all these reasons, rather than pre-school education, early childhood education is preferred and recommended. The report is formed of four sections. In the first section the importance, definition and the effects of early childhood education in different fields is tackled. The second section comprises of the early childhood education of different international institutions. The third section examines the situation of early childhood education in Turkey. The fourth and last section of the report involves the policy recommendations for the future in light of the general situation, the practices in the world and the system existing in Turkey. The report titled, “The Right Beginning: Pre-School Education” has been prepared by Prof. Dr. Sevda Bekman and Dr. Can Fuat Gürlesel in the framework of the activities conducted by the Education Working Group within the body of TÜSİAD Social Affairs Commission.
