“From Ethics in the State to the Ethical State: Ethical-Conceptual Framework and International Practices Volume – 1”

Ethical principles in all the powers forming the state must be adopted in order to constitute a well functioning ethical system, ethical code of conduct and laws must be arranged together with efficient enforcement mechanisms and ethical committee and institutions should be established in order to enable their enforcement. The sections related to Turkey in the reports within the scope of “Ethical Infrastructure in the State Series” will bring forth concrete recommendations concerning problems on unethical behaviour and recommendations for arrangements about the laws that call for amendments within the understanding of a legislation reform. In addition a “model ethical law” will be prepared for members of the legislative, executive and judiciary power. In this framework, the issue of “Ethics in Public Administration” is dealt with in the context of conceptual framework and international practices in this first report of the series.
