The new issue of the TÜSİAD’s magazine GÖRÜŞ addressed the auditing of public institutions. The cover slogan of the magazine was “AUDITING OF PUBLIC INSTITUTIONS FOR AN ADVANCED DEMOCRACY: THE BILL PLEASE”, and it included articles on the various aspects of the subject.
Dr. Recai AKYEL, President of the Turkish Court of Accounts contributed to the cover theme with an article on the auditing of the public expenditure by the Turkish Court of Accounts. Dr. Ferhat EMİL from the Ankara and Bilkent Universities, and Dr. Hakan YILMAZ Head of the Public Department of the Faculty of Political Sciences of the Ankara University, discussed with their article, the changing approach to external auditing of the Turkish Court of Accounts within the financial administration system and institutional performance auditing. The article of Dr. Yılmaz ARGÜDEN, chairman of ARGE Consulting and Rothschild Investment Bank Turkey dealt with decision quality in public administration. Prof. Dr. Nurhan YENTÜRK from the Bilgi University evaluated the concept of civil auditing of public expenditure for the GÖRÜŞ magazine. The article of Att. Haluk İNANICI discussed the auditing and the structural problems of the relations between the security forces and the courts.
Ms. Ümit Boyner, President of the Board of Directors of TÜSİAD contributed to the cover theme with an article titled “THE BILL PLEASE”. Ms. Boyner wrote: “If we focus on the question of what should be the basic principles of public administration, we must note that firstly the administration should be transparent in itself and in front of society, it should be accountable about how it uses the authorities and the resources in its custody.”
Ms. Boyner indicated that the fastest and most economical way of creating social consensus is the collaboration of the government and the governed on the development of the policies, and she expressed that this is the only way of securing public policies to be citizen oriented and efficient.
The new issue of the GÖRÜŞ magazine included a special section on the education. The articles in this section concentrated on the content of the education. The magazine contained also articles on the Cyprus problem, the presidential elections in the USA and the economic outlook of the USA.
